SUFFOLK COMMUNITY RISK REGISTER

The Suffolk Resilience Forum is a local body (details of which can be found in the SRF pages of this website) part of whose work is to ensure that events or situations which threaten serious damage to the people of Suffolk, or our environment, are identified, and where possible, controlled or mitigated against.

To do this they have created the Suffolk Community Risk Register. It is a document that shows which risks have been identified, the assessment on each risk’s impact and likelihood, and shows them in a matrix that allocates a risk rating according to government guidelines. The production of this document also fulfils a legal obligation under the Civil Contingencies Act, 2004. Further information on risk and risk assessment can be found on the UK Resilience website.

The purpose of the Register is to:

  • ensure that local responders have an accurate understanding of the risks they face and to provide a sound foundation for planning;
  • provide a rational basis for prioritising objectives, work programmes and allocation of resources;
  • enable local responders to assess the adequacy of their plans and identify any gaps;
  • facilitate joined up planning, based on consistent planning assumptions;
  • provide an accessible overview of emergency planning for the public and officials;
  • inform and reflect on national and regional risk assessments that support emergency planning and capability development at those levels.

These ratings are subject to change as measures are taken to decrease the risk, such as when the Environment Agency’s flood prevention improvements take effect.

The Suffolk Community Risk Register appears on this website in three parts. Part One is the contextualisation document, which, by defining the nature and scope of the various risks and agreeing how the risk management process will be undertaken, provides background information on aspects of Suffolk’s social and economic infrastructure and its hazardous sites. This information allows a better understanding of the local characteristics of Suffolk to ensure civil preparedness is properly focused.

Part Two is the matrix, listing the risks identified and where they appear in the light of the perceived impact of the occurrence on the community or environment, against the likelihood of it actually happening. This part also contains an explanation of the risk rating scales. Each hazard or threat acts as a link to the appropriate paragraph in Part Three, which is the risk register itself.

Part Three, the register, details the hazard or threat and its likely outcome. It shows the likelihood and impact analysis together with the risk rating. It also shows what actions the Suffolk Resilience Forum are taking to either prevent the risk, or, if an emergency does occur, how they will react and how they will return to normality as soon as possible.
