SUFFOLK RESILIENCE

Major emergencies affect more than just the emergency services, with the Local Authorities and other agencies providing support during the incident, and helping to return the affected area and people to normality afterwards. In order to provide co-ordination on a countywide basis there is the Suffolk Resilience Forum (SRF).

Aim

The Suffolk Resilience Forum (SRF) provides strategic guidance and support on the planning for the multi-agency response to a major incident and embraces the concept of Integrated Emergency Management.

Objectives

• To promote co-operation between organisations in their preparation for response to a major emergency;
• To promote joint training and exercising and integrate this as part of the preparations of the individual organisations;
• To provide a forum for the consideration of emergency response issues where there are implications for more than one agency;
• To support agreed courses of action where mutual benefit has been identified;
• To provide an opportunity for the exchange of information;
and
• To risk assess hazards within and to Suffolk.

Suffolk Resilience Forum (SRF)

Senior officers from a number of organisations comprised of Category 1 Responders meet twice a year to review and guide the planning of the multi-agency response. They form the strategic Forum within the County. They also ensure that progress is made on issues between the meetings.

Membership of the Forum is currently:

• Chief Executive, Suffolk County Council (Chair);
• Assistant Chief Constable, Suffolk Constabulary;
• Deputy Chief Fire Officer, Suffolk Fire & Rescue Service;
• Deputy Director Paramedic Services, East Anglian Ambulance NHS Trust;
• HM Coastguard;
• District Council Chief Executive;
• Local Health protection Unit, Consultant in Communicable Disease;
• Chief Executive, Suffolk West Primary Care Trust;
• Military Liaison Officer;
• RAF Regional Liaison Officer;
• Environment Agency;
and
• Head of Emergency Planning, Joint Emergency Planning Unit.

Suffolk Resilience Forum Support Group (SRFSG)

The Head of Emergency Planning takes responsibility for seeing that the recommendations of the SRF are implemented. This is largely achieved through the SRF Support Group which includes emergency planning specialists from the Category 1 Responders. From these members a number of Working Groups are formed as required and form key planning forums for specific issues, hazards or projects.

Full Membership of “Suffolk Resilience”

The full membership of Suffolk Resilience will be sent copies of the minutes of the SRF and SRFSG meetings and will be consulted on an individual or collective basis as appropriate. All correspondence will be addressed to Chief Executives and copied to Emergency Planning Officers.
